New DCWP Reports Show Importance of Worker Protection Laws

The Department of Consumer and Worker Protection (DCWP) released two reports about the impacts of landmark worker protection laws that DCWP enforces.

DCWP’s report on delivery apps showed that after the City began enforcing new tipping protections in January 2026, tips have doubled and $104 million has gone back into the pockets of workers who keep NYC fed, rain or shine.

DCWP’s report on sick leave, released in collaboration with the Harvard Kennedy School, found that 50% of employees with access to paid sick leave, known as Protected Time Off in NYC, use leave at least one day a year. The report sets a nationwide benchmark for monitoring compliance and stronger enforcement of worker protection laws. If an employer’s records show low use of leave, it is overwhelming likely that they are violating the law.
