Xiomara Loarte
Since joining the New York City Central Labor Council, AFL-CIO in 2017, Xiomara has spearheaded strategic initiatives focused on the intersectionality of the NYC Labor Movement. A cornerstone of her role is building and strengthening labor and community partnerships to advance social and economic justice.
Her efforts led to the restructuring of the NYC CLC’s Community Board Initiative. This work engages union members and assists labor unions in participating in Community Board processes, ensuring the interests and voices of unions and working people are included in neighborhood decisions and needs.
Under the guidance of Secretary-Treasurer Hinds, she directs the labor outreach for "Future in Focus." This annual event series encourages high school students to explore unionized careers that are vital to the city's operation, bringing together students and labor representatives from diverse industries to "think big" about their futures—and think union!
Xiomara also focuses on immigration, helping affiliates navigate the evolving landscape of immigration enforcement and processes. By collaborating with labor and community partners, she has coordinated naturalization and TPS clinics, connected members to legal services, hosted workshops to prepare labor unions against escalated attacks on their members, and managed the distribution of over 40,000 "Know Your Rights" materials in 12 languages.
A first-generation Peruvian-American, Xiomara was born and raised in Newburgh, New York. She holds a B.A. in History and Political Science from Mount Saint Mary College, an MA in Labor Studies from the CUNY School of Labor and Urban Studies, and is a graduate of the NYS AFL-CIO/Cornell Union Leadership Institute.
